1 Laptop per child , why not per person?

The one laptop per person is a great idea. Giving disadvanted kids third world countries ,the ability to read, educate, entertain, and find jobs and oppertunities. However I do not see why the program is available to everyone? For example in the poor parts of a city a kid with a laptop would be able to find educational oppertunities, finacial aid and conduct valid research. So why not make it available to everyone? Also the 300 dollar price (1 laptop for you and 2 for others) is a little outragious, I mean I believe $150 would suffice, but 300 is just out of a lot of people who want to help.
